Public Administrations
MONEI provides payment infrastructure for public organizations. Municipalities, regional governments, tax agencies, and public institutions use MONEI to collect payments from citizens — taxes, fees, fines, permits, and public services — both online and in person.
MONEI is a Payment Institution licensed by the Banco de España (N.R.B.E. 6911), so it meets the regulatory, security, and data-protection requirements that public-sector contracts demand.
What MONEI offers public organizations
- Cards, Bizum, and in-person payments — accept Visa, Mastercard, and Bizum online, and collect in person with MONEI Pay (QR codes and Tap to Pay on iPhone or Android — no dedicated terminal needed).
- Higher acceptance for Spanish cards — domestic processing maximizes authorization rates for Spanish-issued cards.
- Cuaderno 60 — collect from preprinted citizen notices using the AEB Cuaderno 60 (60012) standard, then export the reconciliation fichero for your bank.
- No-code or full API — go live with a hosted payment page in days, or integrate your sede electrónica or revenue-collection platform with the REST and GraphQL APIs.
- Security built in — PCI DSS Level 1 and PSD2 compliant, with 3D Secure authentication on every eligible payment.
- Dashboard and reporting — real-time transaction monitoring, settlement reporting, and downloadable or SFTP-delivered files for accounting and auditing.
Cuaderno 60
If you collect municipal taxes, fees, or autoliquidaciones from preprinted notices, MONEI supports the Spanish AEB Cuaderno 60 (60012) standard end to end:
- Citizens pay from the Emisora, Referencia, and Identificación printed on their notice, on a no-code MONEI-hosted page they reach by QR code or a short
monei.melink — by card or Bizum. - MONEI validates the control digits, attaches the Cuaderno 60 data to the payment, and lets you export the reconciliation fichero — on demand, or pushed to your bank by SFTP on the AEB filing days.

Activate your account after a contract award
If your administration has awarded a contract or signed a framework agreement with MONEI, how you activate depends on the contract size.
Tenders under €500,000 — self-serve
Everything you need to go live is in your RFP file and in this documentation — no kick-off calls, no waiting.
- Register at dashboard.monei.com with a corporate email.
- Email your activation details to teo@monei.com with the subject

- MONEI activates your account within 24–48 business hours and emails you dashboard access.
- Start collecting — add users, configure webhooks, and go live.
Bizum is activated automatically if it's included in your contract.
Tenders over €500,000 — managed onboarding
MONEI assigns a project manager and runs a structured onboarding, typically over 8–12 weeks:

Settlement and reconciliation
- Settlement to your IBAN — MONEI transfers collected funds to your account on a rolling schedule. See Payouts and settlements for current timing and how to change your IBAN.
- Reconciliation files — download a transactions report from the dashboard, schedule SFTP delivery, or export the Cuaderno 60 fichero for your bank.
- Refunds — issue full or partial refunds from the dashboard or API.
